התייחסות צוותי רפואה ובריאות נפש להחלטה על ביטול רישיונות עמותות וארגונים בינלאומיים לא ממשלתיים לסיוע ברצועת עזה

השבוע הודיע משרד התפוצות כי רישיונות הפעילות של 37 עמותות סיוע בינלאומיות שעובדות בעזה ובגדה המערבית יבוטלו ב־1 בינואר, ועל הארגונים להפסיק את פעילותם ברצועה ובגדה עד תחילת מרץ.

בחודשים האחרונים קבעה ישראל צעדי רגולציה על ארגונים לא ממשלתיים בינלאומיים (Non-Governmental Organization) בכללם מחויב כל ארגון למסור מידע מאומת ובר בדיקה על עובדיו. התבטאויות של הארגון או של מי מעובדיו המבקרות את ישראל כמו גם שיתוף מידע על-ידי הארגונים עם בית הדין הבינלאומי בהאג, עשויים גם הם להוות עילה לביטול הרישיון.

אין מחלוקת על כך שישראל חייבת להגן על עצמה. אירועי 7 באוקטובר לא הותירו ספק לגבי כוונות החמאס. אולם 2 מיליון בני אדם שנעקרו מבתיהם, חלקם יותר מפעם אחת, המעבירים את החורף באוהלים דולפים (במקרה הטוב), חייבים את הסיוע הבינלאומי. אלפי חולים ופצועים ניצבים חסרי אונים מול מערכת בריאות שנפגעה אנושות במהלך המלחמה והסיוע הניתן על ידי ארגונים אלה הכרחי.

נראה שצעדים אלו נועדו להקשות עד כדי לא לאפשר את פעילות הארגונים. התניית אישור לעובד סיוע בהתבטאויות המזדהות עם הממשלה ואיסור ביקורת כלשהי, גם 5 שנים אחורה בציוצים ברשתות החברתיות מהווה רדיפה והשתקה של ביקורת לגיטימית ודמוקרטית. וזו עולה בקנה אחד עם מדיניות הממשלה לפיה עזה לא תהיה ראויה למגורים. מעבר לכך, הרושם הוא כי מדובר בצעד פופוליסטי, אשר יותר מכפי שנועד לשמור על בטחון ישראל, נועד לצרכים פוליטיים ציניים, וזאת על גבם של מיליוני בני אדם סובלים. אנו מודעים לכך כי תגובה לצעדים פופוליסטיים עלולה רק לשרת אותם, אך במצב העניינים החריף בעזה, אנו לא רואים ברירה אלא להשמיע קול נחרץ.

אחת הטענות של ישראל היא שהיקף הסיוע שמעבירים הארגונים זניח יחסית אולם טענה זו אינה עולה בקנה אחד עם נתוני האו"ם לפיהם העמותות הבינלאומיות שולחות דרך מטריית האו"ם כ־12% מהאספקה המורשית של תרופות שנכנסת לעזה, כ־30% מהתרופות שממתינות להיכנס וכי הן סיפקו מ־2025 כ־83% מהציוד המשמש מחסה לתושבים. זאת ועוד יש ארגונים שפעילותם אינה נמדדת בק"ג של סיוע – Handicap International: Humanity & Inclusion הוא ארגון המוביל בעולם בנושא שיקום פיזיקלי – הצרכים השיקומיים ברצועה עצומים ולא ניתן למדוד אותם במשאיות סיוע.

פגיעה בהכנסת תרופות או ציוד מחסה בחורף, מניעת טיפולים רפואיים שיקומיים, וקיומה של נוכחות מיטיבה ומרפאת מהווים צעדים המחייבים את הקהילה הרפואית והנפשית להשמיע את קולה. מאז הסגר שהטילה ישראל על עזה וביתר שאת מאז ה-8/10 תושבי עזה מבודדים מהעולם, חיים בהישרדות בתנאים בלתי אנושיים וטראומטיים. יש לכך השלכות נרחבות על בריאות הנפש. נוכחות ארגוני סיוע בינלאומיים מהווה עוגן אנושי ועדות לכך שהם ממשיכים להיות חלק מהקהילה האנושית הבינלאומית.

שתיקה היא כשל אתי ולפיכך אנו קוראים לארגוני הבריאות הבינלאומיים כמו גם לחברות המקצועיות להשמיע קולן ולאפשר הכנסה חופשית של סיוע לרצועה.

أعلنت وزارة شؤون الشتات هذا الأسبوع أن تراخيص عمل 37 جمعية إغاثة دولية تعمل في غزة والضفة الغربية ستُلغى اعتبارًا من الأول من كانون الثاني/يناير، وأنه يتعيّن على هذه المنظمات وقف نشاطها في القطاع والضفة بحلول مطلع شهر آذار/مارس.

وخلال الأشهر الأخيرة، أقرت إسرائيل إجراءات تنظيمية جديدة بحق المنظمات الدولية غير الحكومية (Non-Governmental Organizations)، تلزم كل منظمة بتقديم معلومات موثقة وقابلة للتحقيق عن موظفيها. كما أن أيّة تصريحات تصدر عن المنظمة أو عن أحد موظفيها قد تغاير موقف إسرائيل، أو أية مشاركة معلومات من قبل هذه المنظمات مع المحكمة الجنائية الدولية في لاهاي، قد تُعدّ أيضًا سببًا لإلغاء الترخيص لهذه المنظمات.

لا خلاف على أن لإسرائيل الحق في الدفاع عن نفسها. فقد لم تترك أحداث السابع من تشرين الأول/أكتوبر أي شك بشأن نوايا حركة حماس. غير أن مليوني إنسان قد اقتُلعوا من منازلهم، بعضهم أكثر من مرة، ويقضون فصل الشتاء في خيام عائمه بالمياه (في أحسن الأحوال)، الذين يعتمدون اعتمادًا كليًا على المساعدات الدولية. آلاف المرضى والجرحى يقفون عاجزين أمام النظام الصحيّ الذي تضرر بشكل بالغ خلال الحرب، حيث أن المساعدات التي تقدمها هذه المنظمات ضرورية ولا غنى عنها.

من الواضح أن هذه الإجراءات تهدف إلى عرقلة عمل المنظمات إلى حدّ يكاد يمنعها كليًا من مزاوله واجب إنساني بحت. إذ أن فرض موافقة موظفي الإغاثة مع مواقف وتصريحات مناهضه للحكومة، وحظر أي شكل من أشكال الرأي الآخر او المغاير، بما في ذلك فحص وتدقيق على منشورات وسائل التواصل الاجتماعي للموظفين التي قد تعود إلى خمس سنوات سابقة، يشكل ملاحقة وإسكاتًا للنقد البنّاء المشروع والحقّ الديمقراطي. الأمر الذي ينسجم مع سياسة الحكومة التي تعتبر أن غزة يجب ألا تكون صالحة للعيش. فضلًا عن ذلك، فإن الانطباع السائد هو أن هذه خطوة شعبوية، تخدم احتياجات سياسية انتهازية أكثر مما تخدم أمن إسرائيل، وذلك على حساب ملايين البشر الذين يعانون. نحن ندرك أن الرد على خطوات شعبوية قد يخدمها، لكن في ظل الوضع الكارثي في غزة لا نرى بديلًا عن رفع صوت حازم وواضح.

إحدى حجج إسرائيل هي أن حجم المساعدات التي تقدمها هذه المنظمات محدود نسبيًا، غير أن هذا الادعاء لا يتلائم مع معطيات الأمم المتحدة، التي تشير إلى أن الجمعيات الدولية ترسل عبر مظلة الأمم المتحدة نحو 12% من الإمدادات المصرح بها من الأدوية الداخلة إلى غزة، ونحو 30% من الأدوية التي تنتظر الدخول، كما أنها وفرت منذ عام 2025 ما يقارب 83% من معدات الإيواء المستخدمة من قبل السكان. علاوة على ذلك، هناك منظمات لا يُقاس عملها بالكيلوغرامات أو بعدد الشاحنات؛ فمثلًا منظمة Handicap International: Humanity & Inclusion هي جهة رائدة عالميًا في مجال إعادة التأهيل الجسدي، والاحتياجات التأهيلية في القطاع هائلة ولا يمكن قياسها بشاحنات المساعدات.

إن المساس بإدخال الأدوية ومعدات الإيواء خلال فصل الشتاء، جنبا الى منع العلاجات الطبية والتأهيلية، وغياب حضور إنساني داعم وشفائي، هي خطوات تُلزم المجتمعين الطبي والنفسي برفع صوتهما. فمنذ الحصار الذي فرضته إسرائيل على غزة، وبالذات منذ الثامن من تشرين الأول/أكتوبر، يعيش سكان غزة في عزلة تامّه عن العالم، في محاولات للبقاء على قيد الحياه، في ظروف مُعدمه وقاسية، بالاضافه لما لذلك من تبعات واسعة على الصحة النفسية. إن وجود منظمات الإغاثة الدولية يشكل ركيزة إنسانية وشهادة على أن سكان غزة ما زالوا جزءًا من النسيج والمجتمع الإنساني الدولي.

الصمت في مثل هذا الوضع يُعد إخفاقًا أخلاقيًا صريحا. وعليه، فإننا ندعو المنظمات الصحية الدولية، وكذلك الجمعيات المهنية، إلى رفع صوتها والمطالبة بالسماح بإدخال المساعدات كاملة إلى قطاع غزة ودون عوائق.

This week, the Ministry of Diaspora Affairs announced that the operating licenses of 37 international aid organizations working in Gaza and the West Bank will be revoked as of January 1, and that these organizations must cease their activities in Gaza and the West Bank by early March.

In recent months, Israel has introduced regulatory measures for international non-governmental organizations (NGOs), including a requirement that each organization provide verified and verifiable information regarding its employees. Statements made by the organization or any of its staff criticizing Israel, as well as the sharing of information by these organizations with the International Criminal Court in The Hague, may also constitute grounds for revoking an organization’s license.

There is no dispute that Israel has the right and the obligation to defend itself. The events of October 7 left no doubt regarding Hamas’s intentions. However, two million people who have been displaced from their homes, some more than once, and who are spending the winter in leaking tents (at best), are dependent on international assistance. Thousands of sick and injured individuals stand helpless in the face of a healthcare system that has been severely damaged during the war, and the aid provided by these organizations is essential.

It appears that these measures are intended to obstruct, to the point of preventing altogether, the work of humanitarian organizations. Conditioning approval of aid workers on statements aligned with the government, and prohibiting any form of criticism, including scrutiny of social media posts dating back five years, constitutes persecution and the silencing of legitimate and democratic criticism. This aligns with government policies suggesting that Gaza is not meant to be a liveable place. Moreover, the impression is that this is a populist move which, more than safeguarding Israel’s security, serves cynical political needs, at the expense of millions of suffering people. We are aware that responding to populist measures may in itself serve them, but given the severe situation in Gaza, we see no alternative but to raise a clear and firm voice.

One of Israel’s claims is that the scope of aid provided by these organizations is relatively negligible. However, this claim does not align with United Nations data, according to which international NGOs deliver approximately 12% of the authorized supply of medicines entering Gaza, about 30% of the medicines awaiting entry, and have provided, since 2025, approximately 83% of the shelter equipment used by residents. Furthermore, there are organizations whose impact cannot be measured in kilograms of aid. Handicap International: Humanity & Inclusion is a global leader in physical rehabilitation; the rehabilitation needs in Gaza are immense and cannot be quantified by the number of aid trucks.

Harming the entry of medicines or shelter equipment during the winter, preventing medical and rehabilitative treatments, and eliminating a supportive and healing humanitarian presence are steps that compel the medical and mental health communities to speak out. Since the blockade imposed by Israel on Gaza, and even more so since October 8, Gaza’s residents have been isolated from the world, living in survival mode under inhumane and traumatic conditions. This has far-reaching consequences for mental health. The presence of international aid organizations constitutes a vital human anchor and a testimony that Gaza’s residents remain part of the international human community.

Silence in the face of this reality is an ethical failure. Therefore, we call on international health organizations, as well as professional associations, to raise their voices and to demand the unrestricted entry of humanitarian aid into the Gaza Strip.
